Request for Proposals

State Purchasing conducts best value procurements through the Request for Proposal (RFP) process. Typically used for purchasing complex services, the RFP process considers both quality and price to obtain the best overall value for state government. DOAS provides technical guidance in defining contract performance requirements and evaluation criteria to assist state entities in effectively managing contracts after they are awarded.

DOAS – SPD is currently implementing eSourcing initiatives as part of the Procurement Transformation Initiative. To facilitate the adoption of eSourcing, DOAS – SPD has developed the eSolicitation template. The eTool template standardizes content that is commonly found in most solicitations. Agencies are only asked to provide the "custom" components of their solicitation to SPD when the solicitation is over the agencies DPA. The template contains instructions for submitting your eSolicitation to SPD; areas in need of input are indicated in italics.
