Writing Basic Specifications
The purpose of this training session is to help you understand the relationship between the buyer, the end-user, and the vendor in the solicitation process and the importance and basic methods of writing clear and accurate specifications that are the basis of that communication process.
This training will combine lecture and both small group as well as hands-on activities.
Objectives:
At the completion of this training course, you will be able to do the following:
- Provide an example of how specifications are used in everyday life
- List 3 elements of a good specification
- Use 3 internet sites to do specification research
- Define brand name, sole brand, design, performance and combination specifications
- Write performance, design and combination specifications for a solicitation for a commodity
- Create a list of questions to ask an end-user when doing a service solicitation
- Explain what specifications to include and which to exclude when making a commodity purchase that varies by type of end-user
- Select words and phrases that are simple and clear to include in specifications
- Review specification research and create new specifications for a selected commodity

Introduction to State Purchasing or six (6) months performing public purchasing functions
